VDOT to hold public hearing for new roundabout at Route 11 and Old Charles Town Road

STAUNTON - The Virginia Department of Transportation will hold a public hearing concerning improvements to Route 11 (Martinsburg Pike) and Route 761 (Old Charles Town Road)  in Frederick County. The meeting will take place from 4 to 6 p.m., Tuesday, July 22 at Jordan Springs Elementary School, 315 Flyfoot Drive, Stephenson, VA 22656.

Citizens can come in during the meeting hours and discuss the project on a one-on-one basis with VDOT officials and designers. Written comments can be submitted at the meeting or within 10 days after the meeting date to Mr. Tim Gregory, Project Manager. Virginia Department of Transportation, 811 Commerce Road, Staunton, VA  24401-9029. Oral comments can be recorded at the meeting with the assistance of a court reporter.

This project is 0.15-mile long and is located at the intersection of Route 11 (Martinsburg Pike) and Route 761 (Old Charles Town Road) in Frederick County. This is approximately 1.4 miles east of Interstate 81 exit 317, north of the City of Winchester.

Project improvements include constructing a single-lane roundabout at the intersection of Route 11 and Route 761.  This will replace the current “T” intersection configuration.

The existing traffic signal will be removed.

In 2023 Route 11 (north of Route 761) had an average daily traffic count of 8,600 vehicles per day.  By the design year of 2049 the estimated average daily traffic volume is 11,200 vehicles per day. 

In 2023 Route 11 (south of Route 761) had an average daily traffic count of 16,000 vehicles per day.  By the design year of 2049 the estimated average daily traffic volume is 24,000 vehicles per day. 

In 2023 Route 761 had an average daily traffic count of 7,900 vehicles per day.  By the design year of 2049 the estimated average daily traffic volume is 14,200 vehicles per day. 

The roundabout intersection will enhance safety by helping to eliminate traffic queues at the signal.
